Description / Scope of Work
The Pakistan Information Commission invites bids for the procurement of non-consultancy legal services under the Single Stage-One Envelope procedure using Open Competitive Bidding with Least Cost Based Selection technique. This procurement is planned for the financial year 2026-27 and will be conducted in accordance with the Public Procurement Rules 2004. The contract will cover eligible legal service payments as detailed in the bidding documents. The procurement is being advertised nationally, with submissions and evaluation to be managed through the e-Pak Acquisition and Disposal System (EPADS v2.0) platform.
Eligible bidders must be registered on EPADS v2.0 to participate in this procurement. All bids must be accompanied by appropriate bid security in the form of either a bank guarantee or a Bid Securing Declaration on the prescribed format. Bidders are required to meet the eligibility criteria and service specifications as outlined in the detailed bidding documents. Bidders should review all terms, conditions, technical specifications, and scope of work before preparing their submissions.

E-bids must be submitted through EPADS v2.0 on or before Tuesday, June 23, 2026 at 05:00 AM, with bid opening scheduled for the same day at 05:30 AM. Manual bid submissions will not be accepted. Interested vendors not yet registered on EPADS v2.0 can register through the provided website, with a tutorial available on YouTube. A Grievance Redressal Committee has been notified under Public Procurement Rules 2004 Rule 48, with notification copies available on the procuring agency's website and EPADS v2.0.
