Description / Scope of Work
The Oil and Gas Regulatory Authority (OGRA) invites sealed bids for hiring an office building on rent in Karachi for its Regional Office. The required property must have a minimum area of 500 to 600 square yards with 8 to 13 spacious rooms, adequate washrooms, porch and parking space for vehicles. OGRA prefers locations in Karachi within Clifton Blocks 01 to 09, Sunset Boulevard area, Gizri surroundings, Bath Island, Civil Lines, DHA, Civic Center, Gulshan-e-Iqbal, Nipa Chorangi, Karsaz, Sadder, Nazimabad, PECHS, Tariq Road and Shahrah-e-Faisal, where most government offices are presently situated. The building must be equipped with essential facilities including parking, gas, water, electricity and other necessary civic amenities, with a reasonable entrance and secure location.
Interested parties and individuals may submit sealed bids following PPRA Rule 36(b) in a single stage two envelope format. Each bid package must contain separate Technical and Financial Proposals in individual sealed envelopes. Bidders should provide complete terms and conditions, detailed building location information, covered area, porch size, number and sizes of rooms and washrooms, monthly rent demanded and any advance payment requirements. Building photographs and images showing interior and exterior views must be attached with the technical bid.
Sealed bids will be received until June 30, 2026 at 11:00 a.m. at OGRA's head office located at 37 Mauve Area, Service Road South G-10/4, Islamabad. Technical Proposals will be opened by OGRA's Bid Opening Committee on the same date at 11:30 a.m. The Bid Evaluation Committee will physically inspect and visit offered buildings to verify conformance with OGRA requirements before opening Financial Proposals. Only technically accepted bids will proceed to financial evaluation. If the submission deadline falls on a public holiday or closed official day, the date shall be deferred to the next working day.
