Description / Scope of Work
The Local Government and Rural Development Department, Peshawar is inviting sealed tenders for infrastructure development works in Khyber Pakhtunkhwa province under the MRS-2025 (1st Bi annual) programme. Two major projects are advertised through Single Stage Two Envelope Procedure via EPADS portal: Street Pavements, BTR, Drains, Culverts, Street Lights and DWSS at Din Bahar Colony, Hussain Abad, Rashid Town and Khalisa Urban Area in Peshawar with an estimated cost of Rs 50 million; and Pavement of Streets with Allied Infrastructure and DWSS at Khalisa, Mahal Terai, Din Bahar Colony, Hassan Ghari and Urban Area Peshawar with a similar estimated cost of Rs 50 million. Both projects fall under the Centralized Enlistment Policy of the Government of Khyber Pakhtunkhwa. The total project scope encompasses comprehensive urban infrastructure including road surfaces, drainage systems, water supply networks and street lighting facilities across multiple urban settlements in Peshawar.
Eligible bidders must be government contractors registered with PEC and enrolled under the CAW Department as per Centralized Enlistment Policy. Bidders are required to submit Technical and Financial Bids through the EPADS portal to the Office of Assistant Director, Bacha Khan Chowk, Peshawar. Each tender requires a bid security of Rs 1,000,000 at 2 percent of the estimated cost. All bids must comply with Khyber Pakhtunkhwa Procurement Regulatory Authority (KPPRA) Act and Rules. Technical proposals must be properly numbered with a table of contents and evaluated based on criteria specified in bidding documents. Bids remain valid for 120 days from the closing date.
Bid solicitation documents are available for download from the EPADS website at www.eprocure.gov.pk. The deadline for electronic bid submission is 29 June 2026 at 12:30 PM, with technical bid opening scheduled for 2:00 PM on the same day at the office of the undersigned. Financial bid opening date will be communicated after technical bid evaluation. Online clarification closes on 20 June 2026. Prospective contractors must register on EPADS to obtain unique username and password credentials for participation. Call deposits must be made payable to the Assistant Director, LG & RDD Peshawar in the shape of demand draft or bank transfer.
