Description / Scope of Work
Sui Northern Gas Pipelines Limited (SNGPL) invites sealed bids for the supply of Cement OPC Fresh under Tender Enquiry No. FCS/BWP/TE/022/26, dated 09 June 2026. The procurement is for fresh Ordinary Portland Cement required by the organisation for ongoing operations and project work. The tender documents include general terms, schedule of requirements and delivery, technical specifications, bid evaluation criteria, price sheets, bid bond specimens, performance and warranty bond guarantees, and a commercial terms questionnaire. Bidders must submit their offers in Pakistani Rupees inclusive of all taxes, duties, levies and sales tax based on delivery terms specified in the schedule of requirements. The tender is open to manufacturers and authorised suppliers capable of meeting the specified technical standards and delivery schedules.
Eligible bidders must be registered with the relevant tax authorities and hold valid GST and National Tax Numbers. A valid Professional Tax Clearance Certificate is mandatory. Bidders must submit a bid bond as security and are required to provide complete corporate documentation including copies of NIC for sole proprietors, partnership deeds, or articles of association for companies. All offers must remain valid for 60 days from the closing date. Bids that do not conform to technical specifications or fail to include required documentation will be disqualified. The tender value and specific quantity requirements are detailed in Appendix B of the tender document.
Bid documents must be submitted in duplicate sealed envelopes marked as confidential at the Procurement Office, SNGPL, Project South Spread KLP Road, Near Jamal Din Wali By Pass, Sadiqabad Camp, Punjab, on or before 15:00 hours on 26 June 2026. Bids must also be uploaded on the E-PADS electronic procurement system simultaneously; bids submitted in only one format will be rejected. Public opening of bids will occur at 15:30 hours on the same date at the procurement office. Payment will be made within 30 days of goods receipt, subject to 1% withholding tax deduction as per Sales Tax special procedure rules.
