Description / Scope of Work
Punjab Education Foundation is inviting bids on a lumpsum contract basis for the provision of Group Health Insurance services for PEF employees for the financial year 2026-27. The estimated contract value is Rs. 160,726,035 and the bid security required is Rs. 3,214,521, which represents 2% of the estimated price. This procurement is being conducted under the Single Stage Two Envelope Bidding Procedure as per PFR-14 Rule 38(2)(a), and bidders must be formally registered as general order suppliers with relevant registration authorities including income tax, sales tax, and Punjab sales tax authorities, and registered on E-PADS portal.
Bidders must be engaged in trading and duly registered with relevant authorities. The bid security in the form of a bank guarantee or demand draft from a scheduled bank of Pakistan must be submitted in a sealed envelope and delivered to the Desk Section of Punjab Education Foundation at 52-L, Gulberg III, Lahore by 2:00 p.m. on June 29, 2026. The bid must have a minimum validity period of 120 days from the last date of submission. Bidders must hold valid National Tax Number (NTN) and Sales Tax registration certificates. Reference to the latest letter #SO(I & C)-15-4/2024 is mandatory, and performance guarantees will only be issued by Bank of the Punjab.
Online bids must be submitted through E-PADS with scanned copies of bid security uploaded separately. Bids will be opened in the presence of bidders' representatives at 2:30 p.m. on the date of tender submission at Punjab Education Foundation office, 52-L, Gulberg III, Lahore. Punjab Procurement Rules 2014 shall be applicable throughout the procurement process.
