Description / Scope of Work
The Public Health Engineering Division Kohistan Lower, Government of Khyber Pakhtunkhwa, invites sealed bids through the EPADS platform for construction of drinking water supply and sanitation schemes across the northern district of Khyber. The tender encompasses twelve distinct projects valued at approximately 154.65 million rupees in aggregate, including water supply schemes at Pattan, Jag Dubair, Ghando Ranolia, Dubair Area, Ranolia Bankad, and Jijal Area, along with solar-based pressure pump installations at Gabbar, Oghaz, Bar Sangai, Kaar, and Chakai. These critical infrastructure projects aim to enhance public health and water accessibility across multiple communities in the Khyber region.
Eligible bidders must possess valid PEC registration for 2025-26, current enrollment certificate from the Works Department, valid KPPRA form, and updated audit reports. Bidders are required to submit CNIC copy, FBR form, bank statement from January 2024 to December 2025, and an affidavit confirming no pending litigation with the PHE Division. Performance certificates from previous similar-scope works, issued work orders, and a separate affidavit on stamp paper regarding CDR and bid security are mandatory. Bid security of two percent of project cost plus stamp duty must be enclosed in the financial envelope as per Government of Khyber Pakhtunkhwa Finance Act No. XIII of 2021.
Bidding documents, Bills of Quantities, Specifications, and Instructions to Bidders are available for download from EPADS and KPPRA websites. Bids must be submitted electronically through E-PADS before 02-07-2026 at 12:00 noon, with original bid security and required documents in a sealed envelope before bid opening. Technical bids will be opened on the same day at 1:00 PM in the presence of bidders or their representatives. The deadline for clarifications is 25-06-2026 at 3:00 PM. Financial bids of only technically responsive bidders will be opened on a date to be announced later.
