District Council Jamshoro invites electronic bids from eligible and qualified contractors and firms for the execution of twelve development schemes involving construction of concrete cement blocks and underground sewerage infrastructure across multiple union councils in Jamshoro district, Sindh. The total procurement portfolio comprises projects valued between PKR 2,492,900 and PKR 2,498,000 per scheme, covering construction works in villages including Muhammad Bux Jamali, Ramzan Rajar, Wada Gaincha, Allah Bachyo Shoro, and other urban and rural settlements. All projects carry a twelve-month completion period with a combined estimated investment exceeding PKR 29 million for essential civic infrastructure development in the district.
Eligible bidders must be actively registered with the Income Tax Department and Sindh Revenue Board, submit valid CNIC copies of firm owners or proprietors, and provide authenticated affidavits on e-stamp confirming no involvement in litigation or blacklisting. A mandatory bid security of five percent in the form of a call deposit from any scheduled bank of Pakistan must be submitted before closing time, along with tender fees of PKR 4,000 per scheme. Technical evaluation requires companies to demonstrate ongoing similar works from the past three years, list of two completed projects with documentary evidence, detailed machinery and equipment inventories, qualified technical and managerial staff with documented experience, audited bank statements for the past three years, and certification of minimum average annual financial turnover. Bidders must achieve seventy-five percent passing marks in technical evaluation after qualifying all mandatory requirements, and must not have any history of non-performance, abandonment, or failure to complete works within stipulated timeframes.
Bidding documents are available for download from the E-Pak Acquisition and Disposal System portal. First submission closes on 01-07-2026 at 11:00 AM with bid opening scheduled for the same day at 11:30 AM at the Office of the District Council Jamshoro, located in Gulshan-e-Shabaz Colony near Old Toll Plaza. The procuring agency reserves the right to cancel the bidding process at any time without reason, verify bidder performance with other government divisions, and reject bids from firms with adverse performance history in accordance with SPPRA rules and standard procurement principles.
