Sui Northern Gas Pipelines Limited (SNGPL), a major natural gas utility in Punjab, Pakistan, invites sealed competitive bids for the supply of meter coupling washers and gaskits. This tender enquiry LE-041/26 is issued under the Public Procurement Regulatory Authority (PPRA) Rules, 2004, with a closing date of 2 July 2026. The procurement is for critical pipeline equipment required for meter installations across the company's distribution network. Bids must be submitted through the Federal PPRA's E-PADS (electronic procurement system) and in hard copy form to the General Manager Procurement at SNGPL's head office located at 21-Kashmir Road, Lahore, Pakistan. The tender follows a single-stage, two-envelope system wherein bidders must separately submit technical and financial proposals in sealed envelopes marked confidential.
Eligible bidders must be registered manufacturers or authorized suppliers with valid Sales Tax and Income Tax registration certificates. A professional tax clearance certificate issued under clause 29 of the general terms is mandatory. Bidders are required to submit a bid bond as a specimen performance or warranty bond, along with an integrity pact and a price reasonability certificate. All submissions must include comprehensive technical literature, clause-by-clause commentary on technical specifications as a compliance sheet, and a completed questionnaire annexure. The company reserves the right to inspect items through third-party inspectors at its own expense and may increase or decrease tender quantities by up to 15 percent after tender opening with the successful bidder's concurrence.
Bids will be received until 2 July 2026 at 14:30 hours and will be publicly opened at 15:00 hours on the same day at the above-mentioned address in Lahore. Only the technical proposals will be opened initially; financial proposals of technically accepted bidders will be opened later on an announced date and venue. Technically non-responsive bids will have their financial envelopes returned unopened. Bidders are required to submit irrevocable offers in Pakistani rupees on a free-delivery basis to specified SNGPL stores, with delivery conforming strictly to the schedule of requirements. The offer must remain valid for 60 days from the closing date.
