Description / Scope of Work
The National Highway Authority (NHA), Sindh-North Region based in Sukkur, invites proposals from reputable engineering consultants for short-term consultancy services to conduct a detailed feasibility study for the construction of proper U-turns at City Point and construction of a service road along Sukkur Bypass (N-65) in Sindh North Region. This infrastructure project aims to improve traffic flow and safety on the national highway network in the Sukkur area.
Eligible consultants must possess valid Pakistan Engineering Council (PEC) registration in a relevant field and must be enlisted on the active Tax Payer list of the Federal Board of Revenue. Proposals must be submitted in sealed envelopes in hard book binding form to prevent page addition or removal. The procurement process will follow the Single Stage Two Envelopes procedure as per Public Procurement Regulatory Authority (PPRA) guidelines and rules.
RFP documents are available for download from www.nha.gov.pk beginning June 20, 2026, or may be purchased from the Director Maintenance office at NHA Complex, Airport Road, Sukkur for a non-refundable fee of Rs. 1000. Complete proposals must be submitted on or before July 6, 2026 at 11:30 hours to the General Manager (Sindh North) at NHA Complex, Airport Road, Sukkur. Technical proposals will be opened at 12:00 hours on the same day, with financial evaluation of qualified firms to follow. Prospective bidders are strongly advised to obtain EPADS (PPRA) registration at www.eprocure.gov.pk as manual submissions will be phased out in future procurements.
