Description / Scope of Work
Sui Northern Gas Pipelines Limited (SNGPL), a major utility company operating in Punjab, Pakistan, invites sealed bids for the supply of miscellaneous construction items under Tender Enquiry No. LE-043/26. The procurement is open to qualified bidders and encompasses various construction materials and components as detailed in the tender documents. The tender is issued under the single stage two-envelope bidding system, requiring separate technical and financial proposals. Bidders must submit their offers on a free delivery basis to SNGPL's specified stores or locations. The tender value and exact item quantities are outlined in the Schedule of Requirement and Delivery (Appendix B), with delivery terms strictly to be adhered to as per the tender schedule.
Eligibility requirements include possession of valid Sales Tax Registration Certificate, Income Tax Certificate, and Professional Tax Clearance Certificate as per clause 29 of the General Terms. Bidders must demonstrate technical competency and provide compliance documentation with all technical specifications. An original Bid Bond in the form of a Bank Guarantee or Pay Order, as per the specimen attached in Appendix E, must accompany the technical proposal. The bidder's offer must remain valid for sixty days from the tender closing date. All bids must include the Certificate of Full Disclosure and Non-Collusion, Price Reasonability Certificate, and an executed Integrity Pact under PPRA Rules 2004. Bidders are required to submit their firm and irrevocable offer in Pakistani Rupees inclusive of all government taxes, duties, and levies except Sales Tax, which should be itemized separately.
Bids must be submitted online through E-PADS (Federal PPRA) portal and in hard form by 07 July 2026 at 1430 hours. Hard copies should be sent to the General Manager Procurement, Sui Northern Gas Pipelines Limited, Gas House, 1st Floor, 21-Kashmir Road, Lahore, Pakistan. Technical proposals will be opened publicly on the same date at 1500 hours, followed by financial proposal evaluation of technically accepted bidders.
