Description / Scope of Work
The Local Government and Rural Development Department, Malakand, invites electronic bids through the EPADS portal for the repair of 25 KVA, 50 KVA, 100 KVA and 200 KVA transformers at Tshil Batkhela, PC-23, District Malakand. The tender is issued under Single Stage, Single Envelope procedure as per KPPRA 2014 guidelines. The estimated cost of the work is Rs 126,000 and the bid security required is 2 percent of the estimated amount. This procurement is restricted to non-MRS items and is part of routine government maintenance operations for electrical infrastructure in the Malakand district.
Eligibility criteria stipulate that only PESCO-registered contractors and firms may participate. Bidders must hold Pakistan Engineering Council (PEC) codes EE04 or EE05 and possess an Active Inspectorate License in Category C or E from the Electricity, Energy and Power Department KP. The firm must be registered with Tax Authorities under KPRA or FBR and cannot be on the Active Tax Defaulters List (ATL). Bidders claiming tax exemption must produce a valid Tax Exemption Certificate or SRO from competent authorities. Bid security will be deducted at rates specified above or below the engineer's estimate, and detailed rate analysis is mandatory for all submissions.
Bid documents are available on the official EPADS website at www.portal.kp.procure.gov.pk. Standard Bidding Documents and tender forms must be downloaded, completed neatly, scanned clearly and uploaded through EPADS along with CDR at bid submission. Original tender forms with supporting securities and detailed analysis must be courier-delivered to the Office of Assistant Director, LG&RD Malakand at Batkhela before the bid closure at 12:30 PM on 6 July 2026. Bids will open on the same date at 1:00 PM. Online clarification requests must be submitted by 5:00 PM on 27 June 2026. Overwriting, manipulation or mismatches between scanned and hard copies will result in disqualification.
