Description / Scope of Work
The District & Sessions Judge, Tando Allahyar, Sindh, hereby notifies the continuation and reconstitution of two key committees for the procurement and complaint resolution processes related to Access to Justice Development Funds (AJDF) projects. These committees are established under the Sindh Public Procurement Rules, 2010 (as amended), to handle procurement of goods, works, or services for AJDF projects designated for court complexes and bar associations. The Procurement Committee comprises three members including a 2nd Senior Civil Judge as Chairman, an Executive Engineer from the Public Health Engineering Department as a member, and a District Accountant as another member. The committee is responsible for preparing and reviewing bidding documents, conducting technical and financial evaluation of bids, preparing bid evaluation reports as per Rule 45, and recommending the competent authority for contract award decisions. The Complaint Redressal Committee (CRC) is constituted under Rule 31 of the SPP Rules to address bidder complaints and grievances during procurement proceedings. The CRC comprises a 1st Additional District & Sessions Judge as Chairperson, the District Accounts Officer as a member, and an Executive Engineer from the Irrigation Department, Naseer Canal, Tando Allahyar, as another member. Both committees shall continue to function for all new AJDF projects communicated through official letters dated September 09, 2025, and January 10, 2026, without requiring fresh constitution. All procurement and complaint redressal matters shall be processed according to the Sindh Public Procurement Rules, 2010 (as amended). The committees retain unchanged all terms, conditions, composition, powers, and functions as previously established. This notification is issued for information, record, and compliance of all stakeholders involved in AJDF project procurement in Tando Allahyar.
