Description / Scope of Work
The ICT Employees Social Security Institution (IESSI) invites requests for proposals (RFP) for the procurement of consultancy services for hiring a tax consultant to provide tax services. The consultancy engagement is planned under the FY 2026-27 budget allocation and will be executed in Islamabad, Federal Territory. This is a national level procurement utilizing the Single Stage-Two Envelope procedure under Open Competitive Bidding methodology, with selection based on Least Cost Based Selection (LCBS) technique in accordance with the Public Procurement Rules, 2004.
Eligible bidders must be registered on the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. All proposals must be accompanied by bid security in the form of a Pay Order or Bid Securing Declaration on the prescribed format as outlined in the bidding documents. Consultants and firms are required to demonstrate their technical and financial capabilities, past experience with similar assignments, and compliance with all eligibility criteria specified in the tender document. The complete e-bidding documents containing detailed terms, conditions, specifications, and all requirements are available on the e-Pak Acquisition and Disposal System (EPADS) at https://vendors.epads.gov.pk/. All proposals must be submitted electronically through EPADS v2.0 on or before Monday, July 6, 2026 at 11:00 AM, with bid opening scheduled for the same day at 11:30 AM. Manual submissions will not be accepted. Bidders not yet registered on EPADS v2.0 may register at the portal website, with registration tutorials available on YouTube.
