Description / Scope of Work
Balochistan University of Information Technology, Engineering & Management Sciences (BUITEMS) located in Quetta, Balochistan, invites sealed bids from qualified chartered accountant firms for hiring of an external audit services provider to conduct audits for fiscal years 2022-23, 2023-24, and 2024-25. The assignment is issued under tender reference BUITEMS/DOP/RP-TDR/25-26/20 (TS:0000008292-E) and follows a Single Stage Two Envelopes Bidding Procedure in accordance with Public Procurement Rules 2004. The scope includes comprehensive external audit services covering the university's financial records and accounts for the specified three-year period.
Eligible bidders must be firms registered with the Institute of Chartered Accountants of Pakistan (ICAP) with valid registration and satisfactory QCR rating certification. Firms must be listed as approved auditors holding Category A status as per State Bank of Pakistan guidelines. Applicants are required to provide evidence of relevant experience in education sector and government or semi-government organization audits, complete staff profiles with qualifications and experience details, evidence of qualified chartered accountant partners and hired staff, valid income tax and sales tax registration certificates, and conflict of interest declarations. A non-refundable tender fee of Rs. 5,000 in the form of bank draft or pay order payable to Director Procurement must accompany the technical proposal. Affidavits confirming non-blacklist status and accuracy of submitted information are mandatory.
Bids comprising separately sealed technical and financial proposal envelopes must be submitted to the Directorate of Procurement, BUITEMS, Airport Road, Quetta by 3:00 PM on July 10, 2026. Technical proposals will be opened on the same day at 3:30 PM in the presence of bidders; financial proposals of technically qualified firms will be opened later on a date to be announced.
