Description / Scope of Work
The Oil and Gas Regulatory Authority (OGRA), Finance Department, Government of Pakistan, invites Request for Proposals (RFP) through EPADS V2.0 for the procurement of consultancy services related to hiring of an audit firm for IFEM Audit for the fiscal years 2024-25 and 2025-26. Reserved funds have been allocated under the budget for FY 2026-27 to cover eligible payments under this consultancy contract. This procurement is open to eligible bidders registered on the EPADS V2.0 platform and will be conducted in Islamabad, Federal Province, following transparent and competitive principles.
Eligible consultants and firms must be registered on EPADS V2.0 to participate in this procurement. All proposals must be accompanied by a Bid Security in the form of a Pay Order or Bid Securing Declaration on the prescribed format, as detailed in the Bidding Document. Bidders are required to review the detailed terms, conditions, specifications, and eligibility requirements available on the e-Pak Acquisition and Disposal System (EPADS) portal at https://vendors.epads.gov.pk/. The procurement will adopt the Single Stage-Two Envelope Procedure using the Least Cost Based Selection (LCBS) Technique in accordance with the Public Procurement Rules, 2004, and relevant Authority instructions.
The RFP documents, prepared in accordance with e-Bidding guidelines, must be submitted through EPADS V2.0 on or before Friday, July 10, 2026 at 10:30 AM, with proposals opening on the same day at 11:00 AM. Manual submissions will not be entertained. Consultants and firms not yet registered on EPADS V2.0 may register at https://vendors.epads.gov.pk/, with a tutorial available at https://www.youtube.com/watch?v=MN98T38v7lc. Under Public Procurement Rules 2004, Rule 48, the Grievance Redressal Committee (GRC) has been notified and details are available on the OGRA website (www.ppra.org.pk), EPADS V2.0 portal, and the Authority's official website.
