Description / Scope of Work
The Water & Power Department, Government of Gilgit-Baltistan invites proposals from reputable third-party validation consulting firms (TPV) for review and validation of project execution activities related to 100 MWp Distributed Solar Photovoltaic (DPV) Plants to be installed at various sites across Gilgit-Baltistan. The project scope encompasses comprehensive technical and financial validation of all DPV plant installation and execution activities at multiple locations within the region. The department seeks qualified consulting firms to ensure independent oversight and quality assurance of the project implementation to meet international standards and best practices.
Eligible consulting firms must be duly registered with the Securities & Exchange Commission of Pakistan, Pakistan Engineering Council, and must maintain active tax payer status with the Federal Board of Revenue. Joint Venture (JV) proposals are permitted provided all partners meet cumulative eligibility criteria as detailed in the Request for Proposal (RFP) document. Firms demonstrating prior experience in solar energy project validation and relevant technical qualifications are encouraged to apply.
The Request for Proposal document can be downloaded from the GBPPRA website at http://gbppra.gov.pk or purchased from the office of the Project Director 100 MWp during working days for a non-refundable fee of Rs 5,000 (plus applicable taxes). Sealed proposals must be submitted in two envelopes containing separate Technical and Financial Proposals and must arrive by 14:00 hours on 22 July 2026 at the Project Director's office, Water & Power Department Complex near KIU Gilgit. Technical proposals will be opened on the same day at 14:30 hours, with financial proposals opened after technical evaluation is completed.
