Description / Scope of Work
The Health & Population Department, Government of the Punjab invites sealed electronic bids for the local purchase of medicines, surgical disposables and allied items for Tehsil Headquarter Hospital Gujar Khan for the financial year 2026-27. This framework contract procurement is valued at Rs. 10,500,000 and covers day-to-day supply of medicines in three categories: multinational companies medicines, national companies medicines, and surgical items. The contract is being floated for the health facility located in Gujar Khan to ensure reliable supply of essential pharmaceutical and medical consumables throughout the fiscal year.
Eligible bidders must be reputed firms or agencies with financially sound backgrounds involved in institutional pharmacy business or chain pharmacy operations. Applicants are required to possess valid Drug Sale Licenses issued by relevant authorities and must be registered on the e-Pak Acquisition & Disposal System (e-PADS). All bidders must be active taxpayers on the Active Taxpayer List (ATL) of the Federal Board of Revenue (FBR). A bid security of Rs. 525,000 representing 5% of the estimated amount is mandatory, to be submitted in the form of a CDR, pay order, demand draft or bank guarantee issued by a scheduled bank of Pakistan.
Interested bidders may download bidding documents free of cost from the e-PADS portal at https://eprocure.gov.pk or from the Punjab Procurement Regulatory Authority (PPRA) website at www.ppra.punjab.gov.pk. Electronic bids must be submitted exclusively through e-PADS before the closing date with supporting bid security documents. Technical bids will be opened on 06-07-2026 at 11:00 AM in the presence of bidder representatives. Award shall be made on the basis of maximum discount offered on MRP or trade price in accordance with the Policy & Operational Guidelines for Local Purchase of Medicines (Day-to-Day), 2022. The procurement follows the Single Stage – Two Envelope Procedure under the Punjab Procurement Rules, 2014 as amended. Bid validity extends to 30-06-2027 and may be extended by mutual consent subject to satisfactory performance.
