Description / Scope of Work
The Mines Labour Welfare Commissioner, Government of the Punjab, is outsourcing professional services for its civil works projects in Punjab through a single stage two envelope bidding process under PPRA Rules 2014. The tender seeks to hire three categories of personnel: 03 Civil Engineers, 03 Sub-Engineers, and 03 Material Checkers who will be deployed across various institutes and welfare schemes administered by the Commissioner throughout Punjab. The estimated cost of the tender is Rs 24,00,000, and bidders must submit a Bid Security of 5% of the estimated cost, amounting to Rs 1,20,000 in the form of Two Lac Forty Thousand rupees only. Staff will be deployed anywhere in Punjab as per the Commissioner's requirements.
Eligibility criteria require that only registered and experienced security or staffing agencies meeting all guidelines and terms and conditions may participate. Bidders must submit company details, experience letters, business start date documentation, revenue history, and liquidity statements such as bank statements demonstrating financial strength. Valid National Tax Number registration or active tax filer status for the last three years with audited accounts is mandatory. Additionally, SECP Certificate, Professional Tax Registration certificates, and registration with Punjab Revenue Authority showing active operational status with 100% compliance for the last three months are required. All firms must have prior experience in providing outsourced staff services and must quote rates inclusive of all prevailing taxes.
Bidding documents containing detailed terms, conditions, and activity specifications are available for download from E-PADS and PPRA website. Technical and Financial Proposals must be submitted through E-PADS by 12:00 P.M. on 07.07.2026 along with scanned copies of bid security and original CDR submitted to the Mines Labour Welfare Commissioner office at 70-Trade Center Block, Johar Town Lahore by the closing date. Technical proposals will be opened at 12:30 P.M. on the same date in the presence of bidder representatives. Financial bids of technically qualified firms will be opened on a scheduled date. All bidders must complete the mandatory checklist before submission. The Procurement shall be governed by Punjab Procurement Rules 2014 as amended, and the procurement agency reserves the right to increase or decrease the scope of services. Minimum wages criteria as per PPRA Circular No.I&M(PPRA)10-01/2011 dated 18.05.2023 shall be observed.
