Description / Scope of Work
The Directorate of Works and Civil Engineering (PAF) Chaklala invites sealed tenders for two major works projects under PPRA Rule 13(1) of 2004. The first project involves provision of certain facilities at PAF Base (Q) valued at Rs. 59.054 Million, while the second project covers provision of certain facilities at PAF Base (M) valued at Rs. 57.458 Million. These military engineer services projects are open to qualified construction, electrical, mechanical and plumbing contractors registered with the Pakistan Engineering Council. The tender notice is being published in one Urdu and one English newspaper circulating in Islamabad and Peshawar on 19 June, 2026.
Eligible firms must be enlisted with PEC in Category C-5 and above in the relevant field with validity up to at least June 2026. Preferably, contractors should be enlisted with MES in Category A; non-enlisted firms must provide 2 percent bid security which is refundable. Applicants must furnish work orders, location details, and pictures of completed projects with satisfactory completion certificates from users. Firms must provide a list of personnel, bank statements, NTN certificates, and income tax returns for the last three years. Additionally, contractors must provide a certificate confirming they are not involved in any litigation with government departments and have no outstanding special reports from the Directorate of Inspection and Evaluation.
Bidding documents will be made available to pre-qualified firms immediately after tender publication. Sealed tenders must be received at HQ DW & CE (PAF) Chaklala by 1130 hours on 06 July, 2026, and will be opened on the same date at 1200 hours. Interested parties should contact CMES (PAF) Peshawar authorized representative for further details between 0715 and 1335 hours on all working days. Incomplete applications will not be entertained, and the Accepting Officer reserves the right to accept or reject any tender as per PPRA Rules.
