Description / Scope of Work
Tehsil Head Quarter Thal (MNS) Hospital Layyah, operating under the Health & Population Department of the Government of Punjab, invites sealed bids for ten separate framework contracts to procure various essential items for the financial year 2026-27. The procurement scope includes medicines and surgical disposables for day-to-day operations and the Sehat Sahulat Program (estimated cost PKR 4,000,000), medical gases (PKR 1,000,000), laboratory reagents and devices for pathology and blood bank services (PKR 1,500,000 each), X-ray films and radiology accessories (PKR 1,500,000), stationery items (PKR 1,500,000), printing and pana-flexes (PKR 1,500,000), IT equipment (PKR 1,000,000), dental items and equipment (PKR 1,000,000), and eye items and equipment (PKR 500,000). The total estimated contract value exceeds PKR 14,000,000. Hospital services are located in Layyah, Punjab, and these supplies are critical for maintaining healthcare delivery standards across multiple medical departments.
Eligibility is restricted to income tax and GST/PST registered proprietorships, partnerships, firms, and companies meeting experience criteria defined in the bidding documents. Each bidder must submit a bid security equal to 2 percent of the estimated cost for the relevant lot, provided as a Bank Guarantee or Call Deposit Receipt from any scheduled bank in Pakistan, made payable to MS THQ Thal (MNS) Hospital Layyah. Additionally, bidders are required to provide an affidavit on security bond or e-stamp of worth Rs. 100 attested by the oath commissioner, confirming compliance with tender rules and regulations and certification that the bidder is not currently involved in legal proceedings against any government institution. Non-provision of this affidavit will result in automatic technical rejection. NTN, sales tax registration certificates, and other mandatory documents must be submitted alongside the bid.
Bidding documents are available from the office of the Medical Superintendent during working hours and can be downloaded from the E-PADS website until 09-07-2026 at 11:00 a.m. Documents are also published on the Punjab Procurement Regulatory Authority website at www.ppra.punjab.gov.pk. Sealed bids must be delivered to the office of the Medical Superintendent, THQ Thal (MNS) Hospital Layyah, on or before 11:00 a.m. on 09-07-2026. Bid opening will occur at 11:30 a.m. the same day in the presence of bidders' representatives. Bidders must submit their best and final prices inclusive of all applicable taxes, duties, and levies, as negotiations are not expected.
