Description / Scope of Work
Pakistan Medical & Dental Council (PM&DC), an autonomous body of the Federal Government established under the PM&DC Act, 2022, invites sealed bids from authorized service providers for provision of WhatsApp API Services at PM&DC Headquarters in Islamabad. The procurement follows single stage-two envelope bidding procedure under the Public Procurement Rules, 2004 and e-Pak Procurement Regulations, 2023. The service will enable PM&DC to integrate WhatsApp messaging capabilities into its operations for enhanced communication and stakeholder engagement. This is a technology services tender focusing on API integration and messaging platform connectivity.
Eligible bidders must be registered with Income Tax and Sales Tax Authorities with active taxpayer status. Bidders are required to submit comprehensive technical and financial proposals demonstrating their capability to deliver WhatsApp API services. The procurement evaluation will use the Least Cost Method, with technical proposals evaluated first without reference to pricing. Bidders must examine all instructions, forms, terms and conditions of the bidding documents, and failure to provide required information may result in bid rejection. PM&DC reserves the right to request additional clarification and verify submitted information during technical evaluation.
Bidding documents are available on the Public Procurement Regulatory Authority (PPRA)'s e-Pak Acquisition and Disposal System (EPADS) Online Portal at www.eprocure.gov.pk. Bids must be uploaded through EPADS on or before 13th July, 2026 at 10:30 AM. Technical and financial proposals will be opened on the same day at least 30 minutes after closing at PM&DC, G-10/4 Islamabad, with pre-bid meeting scheduled for 30th June, 2026.
