Tender Details
Description / Scope of Work
The National Vocational and Technical Training Commission (NAVTTC), headquartered in Islamabad, invites electronic bids through the e-Pak Acquisition and Disposal System (EPADS) V.2.0 for the procurement of durable goods. This open competitive bidding opportunity is available to all vendors registered on the EPADS platform. The procurement follows the Single Stage-Two Envelope Procedure using Quality and Cost Based Selection (QCBS) technique in compliance with the Public Procurement Rules 2004 and directives issued by the procurement authority. Bidders must be registered on EPADS V.2.0 to participate; new vendors can register at https://vendors.epads.gov.pk. The detailed specifications, terms, conditions and requirements are contained in the e-bidding documents accessible on the EPADS portal.
All eligible bidders must submit bid security in the form of a Pay Order made in favor of NAVTTC Fund as specified in the bid security section of the bidding documents. Participation is restricted to vendors currently registered on the EPADS V.2.0 platform. The procurement process follows standardized government procurement protocols with oversight by the Public Procurement Regulatory Authority (PPRA). Bidders should ensure compliance with all specified requirements and provide necessary documentation as outlined in the bidding documents.
Electronic bids must be submitted through EPADS V.2.0 on or before Thursday, August 13, 2026 at 11:00 AM, with bid opening scheduled for the same day at 11:30 AM. Manual submissions will not be accepted. Interested vendors should access the complete bidding documents on EPADS immediately. For technical support with EPADS registration, a tutorial is available on YouTube. The Grievance Redressal Committee (GRC) is available on EPADS v2.0 and at www.ppra.org.pk for dispute resolution. Contact the NAVTTC Procurement Cell at +92-3465-434-2443 or dpo@navttc.gov.pk for further information.
For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
NAVTTC seeks durable goods through competitive e-bidding with an August 2026 deadline. Procurement uses QCBS evaluation, suggesting cost matters alongside quality. Bidders must already hold EPADS V.2.0 registration or complete it immediately; vendor onboarding may delay participation. The scope and total value of goods are not disclosed in this notice, though 'durable goods' suggests equipment or furnishings. This appears a one-off procurement rather than framework. Tight turnaround from notice to bid submission is typical for federal tenders.
Who can bid: Vendors must be registered on EPADS V.2.0; unregistered bidders must register before submission. The notice does not specify NTN, PEC, or other statutory registrations; typically vendors supplying goods to federal government bodies are expected to hold valid NTN and GST registration with the Federal Board of Revenue.
