Description / Scope of Work
The Directorate of Higher Education Colleges Gilgit-Baltistan invites sealed tenders from scheduled banks operating in Gilgit-Baltistan, including Karakoram Co-operative Bank Limited (KCBL), for the investment of an Endowment Fund amounting to Rs. 579,800,989.72 under the Higher Education Department Government of Gilgit-Baltistan. This procurement opportunity represents a significant investment initiative designed to support higher education infrastructure and institutional development in the region. The tender is issued under reference number DEC.07(01)/GBEEF/2024 and is open to all eligible banking institutions functioning within the territory.
Interested bidders must obtain bid documents from the office of the Deputy Director (B&A), Directorate of Higher Education, Sakwar Gilgit, during official working hours upon submission of a written application on bank letterhead and payment of a non-refundable bid document fee of Rs. 20,000. Banks participating in the bidding process are required to submit a bid declaration form along with their proposals. The bidding institutions may offer clear rates of interest on both quarterly and yearly bases as part of their investment proposals. The Investment Committee and Procurement Committee of the Endowment Fund reserve the absolute right to accept or reject any or all bids and tenders without assigning any reason for their decision.
Sealed tenders must be submitted to the office of the Deputy Director (B&A), Directorate of Higher Education, Sakwar Gilgit on or before 15th July 2026 by 10:30 AM. Bids will be publicly opened on the same day at 11:00 AM at the office of the Director, Higher Education Colleges, Directorate of Higher Education, Sakwar Gilgit, in the presence of bidders or their authorized representatives.
