Description / Scope of Work
The Office of the Superintendent, District Jail Mandi Bahauddin invites e-bids for the procurement of wheat (FAQ) for the duration period 2026-27. The total quantity required is 25,200 kilograms with an estimated contract value of PKR 2,746,800. This e-procurement of goods is being conducted for the District Jail Mandi Bahauddin in Punjab province under the Punjab Procurement Rules 2014. The procurement follows a single-stage, one-envelope e-bidding procedure as prescribed under Rule 38(1) of the Punjab Procurement Rules 2014. The estimated bid security required is PKR 54,936, calculated at 2 percent of the estimated cost.
Bids are invited from all registered firms, companies, sole proprietors, and general order suppliers enrolled on EPADS. Eligible bidders must not be blacklisted by any government department, procurement agency, or the Punjab Procurement Regulatory Authority (PPRA). Bidders shall not have conflicts of interest and must provide evidence of eligibility and compliance with legal requirements to carry out the contract. The bid security must be submitted in the form of a Certified Draft Receipt (CDR) marked refundable in favor of the Superintendent District Jail Mandi Bahauddin, with a copy uploaded on EPADS and the original CDR submitted by hand before the tender closing time.
Bidding documents may be downloaded free of cost from the PPRA website, EPADS platform, and the Prisons Department website (www.prisons.punjab.gov.pk). E-bids must be uploaded on EPADS by 11 July 2026 at 11:00 AM, with opening scheduled for the same day at 11:30 AM. The bid validity period is 90 days from the submission date. All quoted prices must be inclusive of taxes and transportation costs, with delivery on a FOR (Free on Rail) basis at the jail gate. The successful bidder must deposit a performance guarantee of 2 percent of the contract amount as a refundable CDR prior to contract execution.
