Description / Scope of Work
Border Health Services Pakistan (BHSP) under the Ministry of National Health Services, Regulations & Coordination invites bids from eligible firms, manufacturers, authorized dealers and suppliers for the procurement of three Industrial Reverse Osmosis (RO) Water Filtration Plants under the PSDP Project titled Strengthening of Points of Entry and Border Health Services – Pakistan. The procurement is being conducted through Electronic Pakistan Acquisition and Disposal System (EPADS) following Single Stage – Two Envelope Procedure as per Rule 36(b) of PPRA Rules, 2004. The three RO plants will be installed at Central Government Dispensary Jacob Line Saddar Karachi, Central Government Dispensary FC Area Karachi, and Civil Dispensary Jinnah International Airport Karachi. Funding is allocated from PSDP resources for Financial Year 2026-27.
Bidders must be registered with the Federal Board of Revenue (FBR) for Income Tax and General Sales Tax purposes, with current copies of NTN, GST Registration and Active Taxpayer List (ATL) status attached to their bids. Eligible bidders shall be manufacturers, authorized dealers, distributors or suppliers of Industrial Reverse Osmosis Water Filtration Plants and must not have been blacklisted by any government, semi-government or autonomous organization. Bidders are required to demonstrate relevant experience in supply, installation and commissioning of industrial or commercial RO water filtration plants in government or semi-government organizations, and must provide documentary evidence of after-sales services, maintenance support and warranty facilities available in Pakistan.
Bids shall be prepared and submitted electronically through EPADS in accordance with PPRA Rules, 2004 and EPADS guidelines on the official letterhead of the firm, duly signed and stamped by authorized representatives, then scanned and uploaded. All bid-related documents and correspondence must be in English language. Bidders must submit complete business information including firm name and official address with year of establishment, complete mailing address, telephone numbers, email address, bank account details, company status documentation, manufacturer authorization certificates where applicable, and complete technical literature or brochures of offered RO plant systems and accessories.
