Description / Scope of Work
COMSATS University Islamabad, a public sector federated university, invites sealed bids from genuine property owners or legally authorized agents for the purchase and acquisition of a premium independent residence. The university seeks to acquire an independent, premium-finished two-storey house featuring a plot size of 1,000 square yards with construction area on approximately 50% of the plot and a covered area of 8,000 square feet (double storey). The property must be fit for immediate occupancy, structurally sound with a certified RCC frame structure under 57 years of age, and situated on a relatively high ground level accessible by a street at least 40 feet wide. Preferred locations are limited to prime areas of Islamabad, specifically Bahria Enclave, Bahria Town, Gulberg, DHA, or equivalent premium sectors. Complete standard finishing specifications, structural benchmarks, and floor plans are required.
Bidders are required to submit complete title deeds, ownership documents, CDCs, approved building plans, property tax clearance certificates, updated utility bills (registered in owner's name), owner CNIC or corporate documentation, as-built drawing set, and a legal affidavit. A refundable bid security of Rs. 1,000,000 in the form of a call deposit or bank draft drawn in favor of COMSATS University Islamabad (FTN-NTN: 9013701-9) must be submitted to the Procurement Office before the tender closing deadline. Offered houses will be evaluated and physically inspected by a designated technical committee and will be quoted only for properties that strictly meet the baseline technical and structural requirements.
A pre-bid meeting and clarification session will be held on July 15, 2026 at 1130 hours in Room No. G-6-G-3, Ground Floor, Faculty Block-I, COMSATS University Islamabad, Park Road, Tarlai Kalan, Islamabad. Technical proposals must be submitted by July 22, 2026 at 1100 hours in Room No. G-6-G-3, Ground Floor, Faculty Block-I. Pursuant to PPRA rule 33, COMSATS University Islamabad reserves the right to reject all proposals or bids at any stage prior to acceptance.
