Description / Scope of Work
Pakistan Security Printing Corporation (Pvt.) Ltd invites proposals for pre-qualification of testing service providers (firms, agencies, or companies) under tender reference LP/T-4165/26/ABZ. The pre-qualification process is being conducted in accordance with rule 16 of the Public Procurement Rules (PPR) for the financial year 2025-26. The procurement is located in Karachi, Pakistan at the corporation's headquarters on Jinnah Avenue, Malir Halt. PSPC has reserved funds for this procurement and part of the proceeds will be used to cover eligible payments under the resulting contract with the selected testing service provider.
Eligible bidders must be reputed testing service providers with active tax registration and current tax-paying status. Bidders must not be under any declaration of ineligibility for corrupt or fraudulent practices issued by government bodies, local authorities, international organizations, or public sector organizations. All bidders and their deputed staff must submit undertakings confirming compliance with PSPC's Code of Conduct and with all applicable health, safety, and environmental (HSE) laws, regulations, and industry standards, as well as PSPC's specific HSE requirements. Experience certificates must be issued strictly in the name of the bidder and not through sub-letting, subcontracting, or similar arrangements. Bidders must comply with all eligibility criteria defined in the Terms of Reference (TOR) of the tender document.
The pre-qualification document including general conditions of contract, technical specifications, and other relevant details is available free of cost on EPADS (Electronic Procurement Assistance and Delivery System). Electronic bids must be submitted through EPADS on or before July 16, 2026 at 11:00 AM; manual bids will not be accepted. E-bids will be opened on the same day at 11:30 AM using EPADS.
