For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
This is a large-scale, multi-year HR outsourcing framework contract valued at over PKR 2 billion for a government retail authority. The high estimated cost and framework structure suggest PSBA requires sustained, scalable HR services including recruitment, payroll, compliance, and employee management. The tight deadline (bid closing in 17 days from publication) indicates urgent requirement. Bidders should note the substantial bid security requirement (PKR 41 million) signals serious financial commitment expectation. This is a recurring contract under Rule 15, likely spanning multiple years with periodic call-offs.
Who can bid: Bidders must be registered with Income Tax, Sales Tax, and Punjab Sales Tax authorities. Typically for government service contracts, SECP registration (if a private company) or equivalent authority registration is required. The notice specifies 'well-reputed and experienced firms/companies' but does not state minimum years of experience or employee strength. Prior government HR outsourcing contracts are likely expected.
