504 HVAC&R Base Workshop EME, operating under the Directorate of Logistics (LS Branch) at GHQ, invites quotations for the procurement of air conditioning spares as detailed in Annexure A. This tender notice, referenced as Inquiry Number IT-01/FY 2026-27, is being uploaded to the PPRA website for public visibility. The procurement is intended to supply the 504 HVAC&R Base Workshop EME with brand new, genuine, or OEM air conditioning components meeting specified technical requirements. Bidders must be well-reputed, experienced firms that are security-cleared by military intelligence. Soft copies of the tender documents, comprising detailed equipment specifications and store requirements, are available from the undersigned office upon submission of a tender fee of Rs 3,000 before 14 July 2026.
Eligible bidders must be firms previously cleared by the Defence and security services. Only ITD Directorate GHQ and HIT-approved brands are acceptable. Bidders must provide proof of prior orders completed with DGP (A), HIT, and other government departments. Technical offers must include brand details, country of origin, proof of procurement sources with original invoices and shipping documents, advance samples for inspection, and warranty or guarantee terms quoted separately per item. Commercial offers must be submitted in the prescribed MS Excel format with no blank columns, clear mention of total items quoted per page, and rates in Pakistani Rupees inclusive of all government taxes including GST, income tax, and custom duty. The bid validity period is one year from the date of CST finalization.
Quotations must be submitted using the single-stage two-envelope bidding procedure as per PPRA Rule 36. Technical and commercial offers are to be submitted in separate envelopes clearly marked as Technical Offer IT-01/2026-27 and Commercial Offers IT-01/2026-27 respectively. The tender box closing time is 1100 hours on 14 July 2026, with technical offers opening at 1130 hours on the same date. Commercial offers will be opened only after technical scrutiny and acceptance by the Technical Oversight Board. Presence of contractor representatives at tender opening is mandatory; failure to attend may result in offer rejection. The lowest evaluated bid will qualify for contract award. CST can be extended for an additional 12 months for genuine and OEM/RC/Lot categories with mutual agreement. The consignee is 504 HVAC&R Base Workshop EME as specified on the purchase order.
