The Executive Engineer, Provincial Buildings Division, Shaheed Benazirabad invites sealed bids through Print Media and the e-Pak Acquisition & Disposal System (EPADS) for three separate drainage and infrastructure development works totalling approximately Rs. 132.679 million. The projects involve construction of drain paver blocks, brick soiling, and culverts across multiple villages and urban areas in Shaheed Benazirabad district, Sindh province. Work 1 encompasses drainage infrastructure in Village Latt and surrounding villages with an estimated cost of Rs. 44.132 million and 18-month completion period. Work 2 covers paver block and culvert works in Town Committee Mithiani at Rs. 43.825 million over 18 months. Work 3 includes similar infrastructure in UC Thatt Dalipota and Bhurand with boundary wall and graveyard works at Rs. 44.722 million for 18 months. These development projects aim to improve drainage systems and road infrastructure in rural and urban settlements of the district.
Eligible bidders must hold valid Pakistan Engineering Council (PEC) registration up to June 2026 in the appropriate category with relevant specialization codes and be active taxpayers on the FBR or Sindh Revenue Board lists. Bidders are required to demonstrate relevant experience executing similar works within the past five years, with documentary evidence including work orders, contract agreements, and satisfactory completion certificates. The experience requirement mandates either one similar work valued at minimum 80% of estimated cost or two similar works each valued at minimum 50% of estimated cost. Average annual financial turnover must not be less than the estimated project cost over the last five years, supported by bank statements, annual tax returns, and audit reports certified by ICAP-registered Chartered Accountant firms. Bidders must maintain available current balance equivalent to 20% of estimated cost and submit a bid security of 5% of estimated cost issued by a scheduled bank of Pakistan.
Bidding documents are accessible and downloadable from the SPPRA e-Procurement Portal (EPADS) from the publication date until the closing date of 17 July 2026 at 09:15 A.M. Bids must be submitted through EPADS along with tender fee of Rs. 5,000 as non-refundable pay order and mandatory documents. Technical bids will be opened on the same day at 09:45 A.M. through EPADS bidding procedure at the office of Executive Engineer, Provincial Building Division, Shaheed Benazirabad in the presence of bidders or their authorized representatives. Original tender fee, bid security, and e-stamped affidavit must be submitted in sealed cover by hand before bid opening. Bid validity period is 90 days. Procurement method is Single Stage-Two Envelope Procedure as per Sindh Public Procurement Rules 2010.
