Description / Scope of Work
The Engineer-in-Chief Branch, Headquarters, Military Engineer Services invites applications from firms and contractors for pre-qualification to participate in tender processes for military engineer works in Punjab. The scope encompasses construction and engineering services across multiple locations including Rawalpindi, Lahore, Islamabad, Jacobabad, Peshawar, and numerous other cities and towns across Pakistan. This pre-qualification notice is issued under clauses 13, 15 and 16 of PPRA Rules 2004 and establishes a register of eligible firms for subsequent tender issuance.
Eligible firms must be enlisted with the Pakistan Engineering Council in category C-2 or above in relevant fields with validity extending to June 2026. Preferably firms should be enlisted with the Military Engineer Services in category A. For non-enlisted firms, a two percent bid security deposit (refundable) is required. Applicants must furnish work orders, location details, pictures of completed projects, satisfactory completion certificates from clients, personnel lists, bank statements, NTN certificates, and income tax returns for the preceding three years. All firms must be pre-qualified with the Engineer-in-Chief Branch and hold no outstanding disputes or special reports from the Department of Inspection and Evaluation.
Applications with complete credentials must be submitted to the E-in-C's Branch at Gate 7, GHQ, Rawalpindi by 1130 hours on 23 July 2026. Tender documents will be opened the same day at 1200 hours. Incomplete applications will not be entertained. The Accepting Officer reserves the right to reject any or all applications under PPRA Rules 2004.
