Description / Scope of Work
The Punjab Building Department (Central Zone) invites single-stage two-envelope tenders for the construction of the office of Punjab Medical Faculty at newly purchased site (Plot No.250-B Block-A), New Muslim Town, Lahore, Punjab. The estimated project cost is Rs.371,035,328 with a completion timeline until 06 April 2028. Tenders are invited from contractors and firms enlisted or renewed with Pakistan Engineering Council (PEC) for the current financial year in category C-3 or above holding valid CE10 specialization code. The project is being procured under PPRA Rule 38 with item-rate based bidding as per the approved Detailed Estimate and Bill of Quantities.
Eligibility requirements mandate that prospective bidders possess a current PEC License with relevant specialization codes; contractors lacking the specified CE10 code will not be entertained in further evaluation stages. Bidders must submit earnest money at 5 percent of the estimated cost (Rs.18,551,766) through 1-Link or online bank transfer from a scheduled bank, with funds generated via PSID on the Punjab E-Procurement system. Original bid security instruments must be submitted in a clearly marked envelope to the Office of Executive Engineer, 1st Buildings Division, Lahore, prior to the e-bid submission deadline.
Complete e-bids must be submitted online via the Punjab E-Procurement system website at https://ep.punjab.gov.pk by 31 August 2026 at 11:00 AM, with e-bid opening scheduled for 31 August 2026 at 11:30 AM. Bidding documents are available immediately after publication date. Bidders are strongly advised to upload bids well before the deadline and not to wait until the final moments, as the Department shall not be responsible for any submission issues on the portal.
