Description / Scope of Work

The National Highway Authority invites Expressions of Interest (EOI) from qualified consulting firms for provision of consultancy services as Third Party Monitoring Agent (TPMA) for environmental and social management of the Khyber Pass Economic Corridor (KPEC) project in Khyber Pakhtunkhwa province. The assignment encompasses independent monitoring and verification of environmental and social compliance throughout the project lifecycle, including site inspections, regulatory compliance checks, assessment of mitigation measures effectiveness, and evaluation of grievance redress mechanisms. Consultants must demonstrate proven experience in conducting environmental and social verifications in accordance with guidelines, contractual obligations, and documented best practices across multiple disciplines including air quality, noise, water quality, and biodiversity monitoring. The scope includes preparation of corrective action plans, independent monitoring review reports, and collaboration with multidisciplinary environmental and social consultants on donor-funded infrastructure projects.

Eligibility criteria require consulting firms to be established entities with minimum ten years of relevant experience and a proven track record of successfully completing at least three projects in environmental and social monitoring during the past ten years. Firms must demonstrate strong technical and managerial staff capacity and must never have been blacklisted or left projects incomplete for reasons not attributable to clients. At least one project must be from the same region or social context, preferably from Khyber Pakhtunkhwa or Afghanistan. International and Pakistani firms are eligible to participate, either individually or as joint ventures or sub-consultant arrangements. All joint venture partners must be jointly and severally liable for the entire contract and meet qualification requirements for their assigned roles. Detailed affidavits confirming track record and non-blacklisting status must be submitted with the EOI.

Submission of Expression of Interest must follow the prescribed template format including Annexure A (consulting firm information and associations), Annexure B (technical competence details covering at least three projects), Annexure C (regional experience with at least one project), and Annexure D (general experience covering at least seven projects). EOI evaluation will be conducted on a hundred-point scale comprising company profile assessment (20 marks), technical competence (50 marks), regional experience (10 marks), and general experience (20 marks). Interested consulting firms should prepare detailed project summaries in Tables 1 and 2 format as specified in the document.
