Description / Scope of Work
Govt. Mian Munshi DHQ Teaching Hospital, Lahore invites electronic bids from eligible and registered firms through E-PADS for a framework contract procurement of medical gases for the financial year 2026-2027. The procurement shall be carried out exclusively through the E-PADS platform of the Punjab Procurement Regulatory Authority (PPRA), and the bidding process follows the Single Stage – Two Envelope Bidding Procedure as per Rule 38(2) of PPRA Rules 2014 (amended). The bid submission deadline is 16 July 2026 at 10:00 hours, with technical and financial proposal opening scheduled for the same day at 10:30 hours at the Conference Room of the hospital in Lahore. Interested bidders must be registered on E-PADS to participate in this tender.
Eligible bidders must submit their bids through E-PADS at https://eprocure.gov.pk along with bid security of 2% of the estimated cost in the form of a CDR or Bank Guarantee in favour of the Medical Superintendent. The original CDR or Bank Guarantee must be physically submitted to the Tender Opening Committee before or on the same day as the bid opening. Failure to submit the original bid security within the stipulated timeframe will result in disqualification and ineligibility of the bidder. Only firms with valid credentials and complete documentation prepared in accordance with the RFP instructions shall be considered. All pages of the bid must be signed and stamped by the firm; incomplete, unfilled, or vague bids shall not be entertained. Submission of fake or forged documents will result in disqualification and blacklisting as per PPRA Rules.
The Request for Proposal (RFP) documents containing detailed requirements, terms, and conditions are available for registered bidders on E-PADS and on the PPRA website at http://ppra.punjab.gov.pk. A pre-bid meeting has been scheduled for 05 July 2026 at 11:30 AM in the hospital's conference room to address prospective bidder queries.
