The Public Private Partnership Support Facility (PSF), a not-for-profit public sector company of the Government of Sindh, invites sealed bids under Single Stage Two Envelope (SSTE) procedure from interested Chartered Accountancy (CA) firms to provide internal audit services for the period 1st January 2026 to 30th June 2028. PSF is mandated to conduct risk management assessment for PPP projects under the Viability Gap Fund and enhance corporate governance, transparency, and accountability in public infrastructure delivery. The internal audit engagement covers assessment of risk management frameworks, project delivery mechanisms, and compliance with procurement regulations. Tender reference PSF/TD/CS/2026-A is issued from PSF's office located at 2nd Floor, Imperial Court Building, Dr. Zia Uddin Ahmed Road, Karachi, Sindh, Pakistan. Eligible bidders must be Chartered Accountancy firms compliant with International Federation of Accountants (IFAC) Guidelines on Code of Ethics applicable in Pakistan, holding active ICAP registration with satisfactory QCR status and formal registration with the Audit Oversight Board (AOB). Firms must possess at least ten years' experience conducting internal audits with sufficient resources to operate from PSF's registered office in Karachi. Firms who have provided professional audit services to PSF in the past five years or are currently engaged are ineligible. Bid security of 2% of total bid cost must be submitted as bank draft or pay order in favour of PSF, along with a non-refundable processing fee of Rs 1,000.
