Description / Scope of Work
The Office of the Assistant Director (Senior) Local Government & Rural Development Department, District Orakzai invites sealed electronic bids through EPADS for seven development works totaling approximately Rs. 169.5 million under the Accelerated Sustainable Development Initiatives programme (ADP Code-251288). The procurement covers construction of PCC streets at various locations in Upper and Lower Orakzai under constituency PK-94, construction of community centres, provision of DWSS hand pumps and solar-based pressure pump systems in both PK-94 and NA-36 constituencies within District Orakzai, Khyber Pakhtunkhwa province. Works range from Rs. 15.834 million to Rs. 42 million with estimated bid securities ranging from Rs. 316,680 to Rs. 840,000.
Bidders must be Government contractors registered with PEC (Pakistan Engineering Council) and enlisted with the C&W Department under the Centralized Enlistment Policy of Khyber Pakhtunkhwa for the current financial year. All bidders must be registered with Khyber Pakhtunkhwa Revenue Authority (KPRA) and maintain active taxpayer status. Contractors quoting rates up to 10% below engineer estimate submit 2% bid security; those quoting 10–20% below submit 8% additional security; and those exceeding 20% below must submit detailed rate analysis with security equal to the differential amount. Bid security must be in the form of a Call Deposit Receipt (CDR) prepared in favour of the Assistant Director Senior LG&RDD HQ District Orakzai. Bidders for solar-based schemes must possess PEC Code EE11.
Bid documents are available for download from www.portalkp.eprocure.gov.pk after NIT publication. Scanned bid documents must be uploaded through EPADS; original documents with bid securities and rate analysis (if applicable) must be delivered by courier to the Office of Assistant Director Senior LG&RDD HQ Lower District Orakzai, District Head Quarter Babar Mela Hangu, before the closing deadline of 15 July 2026 at 12:00 PM. Electronic bids will be opened on the same date at 2:00 PM. Bids remain valid for 120 days from closing date. Failure to submit original bid security results in debarment for one year; second violation leads to blacklisting for minimum three years per KPPRA Act Section 29 and Rule 44.
