Defence Supplies Tenders in Pakistan

Defence supplies tenders are procurement notices from the armed forces and related organisations for stores, equipment, spares and services that are not sensitive in nature. Alongside weapons and platforms, which are bought through special channels, these bodies buy a very wide range of ordinary items: uniforms and boots, vehicle parts, tools, food, medical stores, electrical and electronic goods, furniture, construction material and maintenance services.

What defence supplies tenders cover

For suppliers this is a steady market, since units, depots, workshops, hospitals and cantonment bodies buy throughout the year. Many of them publish notices in newspapers and on their own websites in addition to e-PADS, so a bidder who only watches one source misses a share of the opportunities.

Requirements are usually precise. Items are described by specification, part number or sample, and buyers expect conformity to be demonstrated rather than merely claimed. Inspection at the buyer or at an independent laboratory is common, and a lot that fails is returned at the supplier expense.

New suppliers often begin with small rate contracts for consumable items, build a delivery record and then move to larger annual supply orders. Patience and consistency count, because defence buyers tend to keep vendors who deliver to specification and on schedule, and they remember those who do not. Keep your registration current, answer clarifications promptly and never quote items you cannot source.

  • Uniforms, footwear, webbing and personal equipment
  • Vehicle spares, tyres, batteries and lubricants for service fleets
  • Workshop tools, machinery spares and maintenance material
  • Food items and ration stores for messes and depots
  • Medical stores and equipment for military hospitals
  • Electrical, electronic and communication stores
  • Construction material and minor works for cantonment and unit needs
  • Annual rate contracts and enlistment of vendors

Who issues them

Buyers include the army, navy and air force units and depots, ordnance and equipment factories, military hospitals, defence production establishments, cantonment boards, military engineering services and welfare or housing organisations linked to the services. Each has its own procurement cell, and many invite bids only from vendors that are registered or enlisted with them, so enlistment is a practical first step.

Rules and procedure

Defence procurement by federal bodies falls under the Public Procurement Rules, 2004, and notices that are open to the public appear on e-PADS and in newspapers. Some organisations apply their own procurement manuals and registration systems, so the eligibility clause matters more here than in many civilian tenders. Evaluation is commonly single-stage, with technical compliance checked first and the lowest compliant price winning. Bid security is a few percent of the bid value, and a performance guarantee follows award. Samples, factory inspection and third-party testing may be required before acceptance. Payment is released after the stores are received and certified, so delivery documents and inspection notes should be kept carefully, and delays caused by rejected lots can affect your performance record with that buyer.

How to bid

  1. Hold valid tax registration (NTN, active taxpayer status, sales tax) and a proper business registration.
  2. Apply for vendor registration or enlistment with the organisations you wish to supply, following their published procedure.
  3. Match each item to the specification or part number exactly, and prepare a sample where the notice asks for one.
  4. Submit bid security and documents on time in the stated format, whether on e-PADS or in sealed envelopes.
  5. Deliver to the named store or depot, secure the inspection and acceptance note, and keep records for payment.

Documents you will usually need

  • NTN certificate, active taxpayer proof and sales tax registration
  • Company registration documents (SECP certificate or partnership deed)
  • Vendor registration or enlistment letter where required
  • Manufacturer or principal authorisation for branded items
  • Past supply record and performance certificates
  • Affidavit of non-blacklisting
  • Test reports or quality certificates for the product, where relevant

Tips from the notices we track

  • Read the eligibility clause first; if enlistment is mandatory, a bid without it will not be opened.
  • Quote exact specifications and attach evidence, because substituted items are rejected at inspection.
  • Watch newspapers and unit websites as well as e-PADS, since many unit-level requirements are published only locally.

Frequently asked questions

What can a civilian supplier sell to defence organisations?

A wide range of non-sensitive stores such as uniforms, spares, tools, food, medical stores, electrical goods and construction material. Weapons and restricted equipment follow separate channels and are not open to general tenders.

Do I need to be enlisted before I can bid?

Often yes. Many defence organisations accept bids only from registered or enlisted vendors, and each publishes its own enlistment procedure. The tender notice states the rule.

How are defence tenders usually evaluated?

Technical compliance is checked first against the specification, samples and documents, and the lowest price among compliant bids normally wins. Some notices also test the sample at a laboratory before the financial result is confirmed.

Do defence tenders follow the Public Procurement Rules?

Federal organisations follow the Public Procurement Rules, 2004 and publish on e-PADS, though some apply additional internal procedures for registration, inspection and acceptance, so read each notice carefully.

Where can I find defence supplies tenders?

They appear on e-PADS, in national newspapers and on the websites of the buying organisations. PakistanTender collects these into one list and emails new tenders daily in the categories you subscribe to.
