What oil & gas tenders cover
The sector is technical and safety-driven. Many requirements are written around international standards such as API for equipment and ASME for pressure systems, and buyers expect contractors to show a working health, safety and environment system. For that reason a large part of the work is awarded after a prequalification stage, where bidders submit experience and capacity before they are allowed to price.
Local content is a recurring theme. Operators prefer Pakistani contractors for logistics, civil work, fabrication, camp services and routine maintenance, and international service companies often subcontract part of their scope. Fabrication yards, scaffolding and rope access crews, coating and insulation teams, and transport firms with oilfield-approved vehicles all find regular work, even when they never bid for a drilling rig. Security, camp catering and medical support at remote sites are also tendered separately.
Large national exploration and production companies tend to issue their own notices on their websites and in national newspapers, in addition to or instead of the public procurement portal, so watching a single source misses a good part of the market. Smaller packages, such as plant spares, painting, insulation, scaffolding, transport and manpower for a gas plant, are well within reach of local firms and are often awarded as annual or multi-year contracts.

Who issues them
Buyers include state-owned exploration and production companies such as OGDCL and PPL, joint-venture operators, the gas utilities SNGPL and SSGC, refineries, fertiliser plants that use gas as feedstock, power plants running on gas, and government agencies in the energy sector. Mid-size contracts such as plant painting, insulation, welding and valve repair are often bundled into annual maintenance agreements. Gas plant tenders typically come from the operators of processing facilities in Sindh, Punjab, Khyber Pakhtunkhwa and Balochistan fields. Foreign-owned operators active in Pakistan also tender through their own procurement systems and favour contractors with a local office and a safety record.
Rules and procedure
Public sector companies are covered by the Public Procurement Rules, 2004 or the corresponding provincial rules, but many state-owned enterprises also use their own board-approved procurement procedures, so always read the bidding document. Services and works are commonly two-envelope: technical first, financial opened only for those who pass. Prequalification is usual for drilling and plant projects. PEC registration is required for engineering works and design services, while the Directorate General of Petroleum Concessions governs exploration blocks and licences. Bid security is stated in the document, and performance guarantees follow award. Contracts for shutdowns and turnarounds are tightly time-bound and carry liquidated damages for delay, while drilling and well services are priced by day-rate or by lump sum for a defined scope. Currency matters too: some foreign-linked packages price part of the contract in US dollars, so read the payment clause carefully. Insurance, bonds and sometimes a local office or registered branch are also stated as conditions.
How to bid
- Identify the right buyer and watch both the procurement portal and the company's own tender page.
- Decide whether you bid alone, with an international partner or as a subcontractor to a prequalified main contractor.
- Compile experience records, equipment lists, safety statistics and key staff CVs for prequalification.
- Prepare technical and financial proposals separately and submit before the deadline with the required bid security.
- After award, mobilise with the HSE plan approved, keep daily reports and invoice against measured progress.
Documents you will usually need
- NTN, sales tax registration and active taxpayer status
- PEC registration where engineering works or design are included
- Experience certificates on comparable oil and gas projects
- HSE policy, incident records and relevant certifications
- Equipment ownership or lease evidence
- Audited financial statements for several years
- Key personnel CVs with qualifications
- Vendor registration with the buyer where it keeps a vendor list
Tips from the notices we track
- Register early as a vendor with the major companies; many invite quotations only from their approved vendor lists.
- Show a safety record clearly, including man-hours without lost-time incidents, as it carries real weight in technical scoring.
- If you lack depth for a large package, pursue subcontract work with the prequalified main contractor, which is a practical entry route.
Frequently asked questions
Who issues oil and gas tenders in Pakistan?
Exploration and production companies, gas utilities, refineries, fertiliser plants and joint-venture operators, each using its own mix of procurement portals, newspaper notices and vendor invitations.
Is prequalification required?
For drilling, seismic and plant construction packages it is common. Smaller supply and maintenance contracts are usually bid directly.
Do I need PEC registration?
PEC registration is needed for engineering works and design services. Supply of goods does not require it, although vendor registration with the buyer may.
How does PakistanTender cover this sector?
It collects tenders from e-PADS, provincial authorities, newspapers and buyers' websites into one list and emails new ones daily in the categories you choose.
