Access control systems -- including biometric entry, vehicle barriers, turnstiles, and visitor management software -- are procured by high-security government facilities including the Cabinet Division, Ministry of Finance, OGDCL, PPL, and federal regulatory bodies. Special Economic Zones under CPEC and industrial estates managed by FIEDMC and SITE Limited require perimeter security and access control as part of facility management contracts.
Security companies bidding on government tenders in Pakistan must hold a valid licence from the relevant provincial Police Department or Home Department. Punjab's Security Companies (Regulation) Act and similar legislation in other provinces requires annual renewal of security company licences. Proof of trained and background-verified security personnel is typically required as part of technical bid documents.
Many federal tenders additionally require that guard personnel hold a valid Private Security Guard licence. PEC registration is not required for pure security services contracts, but is needed if the contract includes installation of electronic security systems. ISO certification is increasingly demanded in federal tenders, particularly for contracts exceeding PKR 10 million in annual value.
