How to bid on a tender in Karachi

In Karachi the rules depend on who is buying. Sindh government departments, the Karachi Metropolitan Corporation and other provincial or local bodies follow the Sindh Public Procurement Act, 2009 and the Sindh Public Procurement Rules, 2010, regulated by SPPRA. Federal bodies based in the city — Karachi Port Trust, for example — follow the federal PPRA rules instead and usually publish on e-PADS. 2. Check eligibility. Works need PEC registration in the right category; Sindh works and services usually also ask for Sindh Revenue Board registration for sales tax on services.
3. Prepare bid security as a pay order or bank guarantee for the amount in the documents — commonly 2–5% of the estimated cost.
4. Watch for the evaluation report. Sindh rules require the procuring agency to publish its bid evaluation report before awarding, which is your chance to raise a complaint if something is wrong.
