Description / Scope of Work
The Balochistan Public Procurement Authority invites electronic bids from eligible contractors for the construction of a road from Bakker to Mari Top covering a distance of 56 kilometers in District Dera Bugti, Balochistan. This major infrastructure project, referenced as tender TSE-2526061110223, has an estimated cost of PKR 2,784,903,000 and is being procured under the Balochistan Public Procurement Rules 2014 for execution during the financial year 2026 based on composite schedule rates 2023 on percentage basis. The tender processing fee is PKR 1,000 and bid security is set at 2 percent of the estimated cost.
Bidders must be registered on the Electronic Public Procurement System (EPPS) of the Balochistan Public Procurement Authority as registration is mandatory for all participants. Eligible bidders must be active taxpayers and their names must not appear on any blacklist maintained by Pakistan's Balochistan Revenue Authority. Contractors are required to have completed at least two similar assignments with a minimum turnover of PKR 1,000,000,000 in the preceding three years and must hold registration with Pakistan Engineering Council (PEC) at category C-B or above with a minimum of PKR 4,000 million. The relevant specialized code is CE10(i) for General Civil Engineering Works and CE01(i) for Road and Pavements Drainage and Retaining Structure. Bid security must be furnished in the form of a bank guarantee deposit at call in the specified account number C02716.

Electronic bid submission is mandatory and bids can only be submitted through the EPPS supplier dashboard with a closing deadline of 16 July 2026 at 01:00 PM.
