Description / Scope of Work
The National Highway Authority (NHA) Muzaffarabad Region invites e-bids from eligible constructors for highway safety work on the Kohala Muzaffarabad Road (S-2) in Azad Jammu and Kashmir. The project covers a chainage of 30 to 35 kilometers with an estimated cost of Rs. 3.832 million. Bidders must be duly registered with the Income Tax Department and appear on the Active Taxpayers List (ATL) of the Federal Board of Revenue (FBR), possessing valid PEC registration in Category C-5 or above with specialization codes CE-01 and CE-10. This procurement aims to enhance road safety infrastructure on this critical highway corridor in the region.
Eligibility requirements mandate that all firms must hold current PEC (Pakistan Engineering Council) registration at Category C-5 or higher with the specified specialization codes for civil engineering work. Bidders are required to maintain valid FBR registration and ATL status throughout the bidding and execution process. The National Highway Authority emphasizes compliance with all regulatory requirements and encourages prospective bidders to register on the e-PADS (PPRA) portal immediately, as manual hard copy bids will be eliminated in upcoming procurements.
Bidding documents using the Single Stage Two Envelopes method will be available for free download from July 10, 2026 on the NHA website. Technical e-bids must be submitted by July 21, 2026 at 1200 hours, with opening scheduled for the same day at 1230 hours. Prospective bidders should monitor the website for any updates or addendums.
