Description / Scope of Work
TEVTA Secretariat, Lahore invites sealed bids for renovation and allied works along with furniture and fixtures at GTTI Quaid-e-Azam Business Park to improve internal design. The estimated project cost is PKR 24,165,125 with an execution period of 120 days. This single-stage, two-envelope procurement is open to contractors and firms enlisted, renewed, and active with Punjab E-PAD, PEC, FBR, and PRA for the current financial year. Bidders must hold valid PEC licenses in civil and electrical categories at C5 and above with relevant specialization codes and provide an undertaking on stamp paper worth PKR 300 confirming the firm is not blacklisted by TEVTA. The contractor must present the original PEC license at tender opening; those lacking relevant specialization codes will be rejected.
Eligibility requirements include current registration with Punjab E-PAD, valid professional licenses, and proven financial standing. Bid security of PKR 483,303 (2% of estimated cost) must be submitted online as per PPRA and E-PADS regulations. Conditional tenders or those without earnest money will be rejected. A performance guarantee equal to 10% of the contract amount will be required from the successful bidder. The procurement follows accumulative cost-based method using the least cost selection approach after all basic requirements are verified.
Bidding documents are available on the E-PADS website at http://ep.punjab.gov.pk and PPRA website at http://ppra.punjab.gov.pk. Bids comprising item-rate-based BOQ must be submitted online by 27 July 2026 at 11:00 AM; opening will occur on the same date at 12:15 PM in the presence of contractors or authorized representatives. All bid pages must be signed and stamped; unreadable or incomplete submissions will be rejected.
