Description / Scope of Work
This document is the Standard Form of Bidding Documents (SBD) template for procurement of civil works issued by the Punjab Procurement Regulatory Authority in accordance with the PPRA Act 2009 and Punjab Procurement Rules 2014. The template is designed for use under the Single Stage – Single Envelope (SSSE) bidding procedure and serves as guidance and assistance for procuring agencies across Punjab. It has been prepared to facilitate successful bidding of civil works projects for which Design or Resident Consultants may be required as per the framework issued by the Planning and Development Department, Government of the Punjab.
The Standard Bidding Documents template incorporates all basic guidelines, principles, and requirements necessary for preparation of procurement documents by Punjab procuring agencies. The guiding principle throughout is achieving value for money in public procurement. All procuring agencies may use or seek guidance from this template for preparation and finalization of their specific SBDs, which may include additional details as per agency requirements provided they remain consistent with PPRA Act 2009 and PPR 2014. In case of any conflict between provisions of this document and the applicable law or rules, the law and rules shall prevail.
Procuring agencies must customize this template according to their specific project requirements while ensuring compliance with regulatory frameworks. Agencies are advised to consult extensively with their technical and legal teams and reference other relevant guidance documents such as those prepared by Pakistan Engineering Council when finalizing their procurement documents.
