Mock Room and Classroom Establishment for Hospitality Department at GSTC Faisalabad

TEVTA Secretariat, Lahore invites bids for the establishment of mock room and classrooms for the Hospitality Department through renovation and allied works along with furniture and fixtures of required accessories at Government Specialized Training Centre (GSTC) Faisalabad, Punjab. This contract is executed under single stage two envelope procurement method using accumulative cost based followed by least cost method. The work involves comprehensive renovation, construction, and provision of furnishings to create functional training facilities that meet hospitality education standards. Bidders must be enlisted, renewed, and active throughout the process with Punjab E-PAD, PEC, FBR, and PRA for the current financial year in category C4 and above with relevant Civil and Electrical specialization codes. Contractors are required to submit an undertaking on stamp paper worth PKR 300 confirming that their firm is not blacklisted by TEVTA, and must produce the original PEC license at tender opening showing requisite specialization codes and C4 or higher category rating. Bid security must be submitted online as per PPRA and EPADS regulations, with performance guarantee required from the lowest bidder at ten percent of the contract amount.

Tender documents and Bill of Quantities based on item rates are available for registered bidders on E-PADS at http://ep.punjab.gov.pk and the Punjab Procurement Regulatory Authority (PPRA) website at http://ppra.punjab.gov.pk. All bids must be submitted electronically through the E-PADS portal; manual bids will not be accepted. Every page of the bid document must be signed and stamped by the contractor, with all pages remaining readable and complete. Bidders must fill all columns with individual item amounts and provide the complete total bid amount. Conditional tenders or those without earnest money and bid security will be rejected outright. The procurement agency reserves the right to reject all bids prior to acceptance as per PPRA Rules and shall communicate rejection grounds upon request without obligation to justify them.

Online-submitted bids will be opened on the fixed date and time at TEVTA's procurement section office in the presence of contractors or authorized representatives.
