Description / Scope of Work
The Higher Education Commission (HEC), Pakistan invites sealed e-bids from reputable firms and contractors having relevant experience and valid registration with the Income Tax and GST Department on the Active Taxpaying List, with a representative office in Islamabad or Rawalpindi. The procurement concerns the supply of electric, plumbing, carpentry and paint store items at HEC H-8 and H-9 premises in Islamabad under an annual contract for the period 2026-2027. This is a national-level goods procurement using the Least Cost Based method as per PPRA Rule 36(a) on a single stage, single envelope, item-rate basis. The bidding process will be managed through the E-Pak Acquisition and Disposal System (EPADS) v2.0.
Prospective bidders must be registered on EPADS v2.0 to participate. Bidders should have demonstrated past experience in supplying similar items and meet all eligibility criteria outlined in the Standard Bidding Document. Bid security or earnest money must be submitted in the form of a Pay Order or Bank Draft in favour of the Director General (Finance), HEC, as specified in the e-bidding documents. All bidders are required to sign an Integrity Pact and provide a Performance Guarantee Form as part of the contract execution.

Interested bidders must submit their e-bids through EPADS v2.0 by 1:30 PM on Tuesday, July 28, 2026. Public opening of e-bids will occur at 2:00 PM the same day at the Auditorium Block, HEC H-9, Islamabad. Manual bid submissions will not be entertained.
