Description / Scope of Work
The Capital Development Authority (CDA) invites electronic bids from eligible bidders registered with the Pakistan Engineering Council (PEC) in Category C-3 or above for the Procurement of Work titled Renovation and Revamping of Pakistan Horticulture Authority, Islamabad on ePADS v2.0. This is a single-stage, two-envelope procurement conducted through the Least Cost Based Selection (LCBS) technique in accordance with the Public Procurement Rules, 2004 and applicable regulatory guidelines. The project scope encompasses comprehensive renovation and revamping services for the Pakistan Horticulture Authority facility located in Islamabad, Federal territory. All interested bidders must be duly registered on the ePADS v2.0 portal to participate in this competitive bidding process.
Eligibility criteria require that bidders be registered with the Pakistan Engineering Council at Category C-3 or higher. All bids must be accompanied by bid security in the form of a Pay Order Call at Deposit as specified in the detailed Bid Security Section of the Bidding Documents. The complete e-bidding documents containing detailed terms, conditions, specifications and technical requirements are available on the e-Pak Acquisition and Disposal System (ePADS) at https://vendors.epads.gov.pk for all registered bidders. Prospective bidders must obtain their own registration on ePADS v2.0 to access documents and participate in the bidding process.
Bidders must prepare their e-bids strictly in accordance with the instructions provided in the e-Bidding documents and submit them through ePADS v2.0 on or before Monday, July 27, 2026 at 11:30 AM. Electronic bid opening will occur on the same day at 12:00 PM via ePADS v2.0; manual bid submissions will not be accepted. Under the Public Procurement Rules, 2004, the Grievance Redressal Committee (GRC) will address any protests.
