Description / Scope of Work
The Municipal Committee Kot Chutta, operating under the Local Government & Community Development department of the Government of Punjab, invites sealed electronic bids for two procurement packages through framework contracts. The first package covers procurement of goods estimated at PKR 1,07,65,700 with 5 percent earnest money requirement and completion as per work order. The second package covers procurement of services valued at PKR 97,90,000 also requiring 5 percent earnest money with completion period as per work order. Both procurements are being conducted for the Municipal Committee Kot Chutta located in Punjab province through the Punjab E-Procurement System.
Eligible bidders must be registered or renewed with the Pakistan Engineering Council (PEC) in the relevant category. Bids will follow a single stage one envelope procedure using open competitive bidding methodology evaluated on least cost basis. Earnest money must be submitted in the form of a Call Deposit Receipt (CDR) from any scheduled bank at 5 percent of the estimated cost. Original CDR must accompany the bidder's letterhead and be produced to the Chief Officer before the bid closing time; online bids without scanned copies of earnest money will not be accepted. All bidding documents must be duly signed and stamped by authorized representatives and submitted on the contractor's letterhead.
Bidders must submit their electronic proposals through the Punjab e-Procurement system by 28 July 2026 at 01:30 PM, with proposals downloaded from the system opened on the same day at 02:00 PM on E-PADS at the Municipal Committee Kot Chutta office. Bid documents are available on the Punjab e-Procurement system website https://ep.punjab.gov.pk and the PPRA website. For further information or clarification, interested parties should contact the Procuring Agency. The procurement agency reserves the right to reject all bids or proposals at any time prior to acceptance as per Punjab Procurement Rules 2014. All regulations of the Punjab Procurement Regulatory Authority 2024 shall apply.
For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Two separate framework contracts: goods procurement (PKR 1.08 crore) for sewerage equipment, seasonal plants, flowers, and miscellaneous items; plus services contract (PKR 98 lakh) for unspecified municipal services.
Both for Kot Chutta Municipal Committee. Scale suggests routine municipal maintenance supplies rather than major infrastructure. Notable: tight same-day bid opening (90-minute window); framework structure implies repeat ordering potential; PEC registration mandatory which may exclude non-engineering suppliers; earnest money as physical CDR complicates electronic submission workflow.
Who can bid: PEC registration in relevant category required and mandatory. Typically, contractor must hold active/renewed PEC membership. NTN and SECP registration typically required for services providers. Notice does not explicitly restrict by company size or experience, but PEC category requirement will screen most non-professional suppliers.
