Description / Scope of Work
Peshawar Electric Supply Company (PESCO) invites proposals for the hiring of a professional firm to provide independent technical vetting services for estimates, proposals, designs and works of the Planning Department (Construction & Operations) and Chief Engineer (Projects & Engineering). The scope includes technical evaluation of Deposit Works, ELR (Extra Low Voltage Retrofit), DOP (Design of Pole) and other electrical works at high tension (HT) or low tension (LT) levels as applicable. This is a national scope consultancy procurement under a Single Stage-Two Envelope bidding process. The service is required to ensure quality assurance and compliance with technical standards for PESCO's electrical infrastructure projects across the province.
Eligibility criteria require bidders to be registered consulting firms with demonstrated experience in electrical engineering and technical vetting. Applicants must meet specified financial capacity and net worth requirements, provide evidence of relevant organizational experience, and submit the declaration of non-blacklisting. A proposal security in the form specified in the bid documents is mandatory. Bidders must hold appropriate professional qualifications and licenses as required under Pakistan's procurement regulations.
Bid documents are available from the Material Management Department at PESCO Headquarters, Room 310, Peshawar City. Proposals must be submitted in two separate envelopes containing technical and financial components respectively. The bid submission deadline is 27 July 2026. Interested firms should contact the Assistant Manager, Material Management, at phone +92-370-134-0084 or email dm.mm@pesco.com.pk for further information and clarification on requirements.
For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
PESCO seeks a consulting firm for independent technical vetting of electrical works across Khyber Pakhtunkhwa—covering deposit works, ELR retrofits, pole designs, and HT/LT infrastructure.
This is a quality assurance mandate for the Planning and Projects departments, suggesting ongoing advisory work rather than discrete projects. The national scope and dual-envelope process indicate a formal, competitive procurement. Key challenge: demonstrating both electrical engineering depth and prior vetting experience; financial capacity thresholds (unspecified) will likely screen smaller firms.
Who can bid: Bidders must be registered consulting firms with electrical engineering credentials and prior vetting experience. Requirements typically include NTN registration, SECP incorporation, professional licenses (likely PEC for engineers), evidence of net worth and organizational capacity, and non-blacklisting declaration. Specific financial minimums not stated in summary—check full bid documents.
