Description / Scope of Work
The Higher Education Commission (HEC) of Pakistan invites pre-qualification applications from eligible firms for a framework agreement covering the procurement of furniture items and repair and maintenance services. This pre-qualification document establishes the process for evaluating supplier qualifications, technical capabilities, and financial standing to be included in HEC's approved vendor list for future procurement of furniture and related maintenance services across its operations in Islamabad, Federal Pakistan. The framework agreement will enable HEC to execute purchases efficiently through pre-qualified suppliers meeting defined standards of experience, capacity, and compliance.
Eligible suppliers must be registered business entities with relevant experience in furniture manufacturing, supply, and repair services within Pakistan or internationally eligible countries. Applicants are required to demonstrate financial stability through audited accounts, submit evidence of past project experience with similar scope and value, provide details of technical staff and equipment, and comply with all regulatory requirements including registration with FBR for tax purposes. Suppliers may be local or foreign entities, subject to eligibility criteria outlined in the prequalification data sheet, and must furnish a performance guarantee upon prequalification.
Applications must be submitted in sealed envelopes clearly marked with the supplier's name and reference to this prequalification notice. The submission deadline is July 28, 2026, with applications received after the closing time being rejected as late. Bid documents are available from the Deputy Director (Services) at HEC's headquarters in Sector H-9, Islamabad, contactable via telephone +92-51-9040-1516, 1519, or 1512, facsimile +92-51-9040-1502, or email mghiyas@hec.gov.pk. Selected suppliers will be notified of prequalification status and invited to submit financial bids for specific furniture and services requirements as needed under the framework agreement.

HEC seeks pre-qualified vendors for a framework agreement covering furniture supply and repair/maintenance services nationwide.
This is a gating exercise—approval now means priority access to future tender opportunities across HEC's operations, not a single purchase order. Scale appears medium to large given HEC's institutional reach. Notably, the 18-month runway to deadline (July 2026) suggests HEC is building vendor capacity proactively rather than responding to urgent need. Foreign suppliers are explicitly eligible, signaling potential competition. Post-qualification, selected firms will compete on financial bids for specific orders, so pre-qualification is a necessary but not sufficient win.
Who can bid: Registered Pakistani or internationally eligible business entities required; FBR tax registration (NTN) mandatory. Audited accounts, past project evidence (similar scope/value), technical staff/equipment details, and performance guarantee upon pre-qualification are stipulated. Specific PEC category not stated; furniture suppliers typically need vendor registration with procurement authorities and evidence of manufacturing or authorized dealership capability.
